We can't tell you much about the publication titled PHP which printed this cartoon in July 1973 except that the editors enjoyed a good laugh. This cartoon probably was sold for Don by the Ben Roth Agency which offered reprints all over the world. No effort was needed on the part of the cartoonist other than signing the back of a small check. The agency perused magazines for the material they offered, and since they took a large commission, it was a worthwhile business.
We don't recall who may have bought this gag originally, but if we come across it, we'll let you know.
